		<description>NYC needs the kind of &quot;shoot in&quot; that was recently held in Long Beach, or on BART, etc.  Moreover, sometime one of these photographers needs to carry a digital voice recorder and ask one of these officials, &quot;Do you stop everyone from photographing the ferry docking,&quot; or something like that, and when they say &quot;yes,&quot; then there&#039;s the basis for a class action (for which a successful attorney would receive fees from the losing party -- i.e., the government) seeking an injunction.</description>
