This appears to be a countrywide trend in the U.S. There is a building in downtown L.A., at 600 W. 7th Street, Los Angeles CA 90017-3482 (and Hope), that has as its anchor a Rite-Aid (the left coast cousin o Duane Reade; damn things are EVERYWHERE!) and as its upper-floor tenant a telecommunications company. The guards have threatened people with arrest for photographing what the guards claim is a building protected by a vague Homeland Security law. Said guards state that one cannot photograph ANYthing while standing anywhere on the sidewalk surrounding the building, even well outside the easement area that all buildings can claim. The head security agent even went so far as to announce that the sidewalk was not public property owing to the property extending beyond the curb under the street.
